The TIER-1 Adult program is designed for individuals who are 19 years of age and older. The program information, education, and assessment process addresses the legal, social, personal, and economic concerns of adults who have been arrested and charged with retail theft.

Although the present offense may have been the individual’s first arrest for retail theft, our program research indicates that adults referred to TIER-1 have admitted to committing retail theft on prior occassions.


Under the statutes of most states, individuals who are under the age of 17 are considered to be  minors with respect to retail theft and other criminal offenses.  Under Illinois law, the parents of individuals who are under the age of 19 and charged with retail theft are liable to the retail merchant for monetary damages.

Individuals who are 18 years of age or younger must be accompanied to the program by a parent or legal guardian. Both the juvenile offender and his/her parent or legal guardian must attend the program.

The Tier- 1 Program provides education, information, assessment, and referral services for first-time arrested retail theft offenders. Its  multi-disciplinary staff  has also provided consultive and research services for more than 27 years to retail merchants, law enforcement, and members of the judiciary who want to establish self-supporting alternative sentencing and intervention services for individuals charged with retail theft.
